There is rectangular Velcro stuck to the outer side of the seat belt buckles (driver and passenger only).
See picture.

My son noticed this and asked me what's purpose and I'm at a loss.
Anyone know why only one sided Velcro is stuck there?

I would guess it is to prevent rubbing/rattling on the adjacent panel

They make noise and get scruff marks ;)
Agreed ;)

But I’m sticking with my original afterthought suggestion

I somehow doubt that in the original development and engineering phases of the Model 3 design someone stood up and said

Engineer: “let’s put Velcro on the seat belt hardware”

Elon: “Lame”

But I could be wrong

I’m not an engineer, ask the other 99.5% of cars that don’t use Velcro for noise suppression
I doubt its actually velcro, but instead a dense loopy fabric intended to be used as a buffer. My current car has something that looks like a cross between a felt and velcro at the same spot, but I would not think of it as velcro per se

I decided to look at my Leaf to see what Nissan's solution was.

They mounted the buckle on a piece of sturdy, immovable metal. It's stiff enough that it keeps the receiver from ever touching the center console.

My BMW i3 has it. I bought the car used. I thought the previous owner put it on. Then when my i3 was in for service, all the BMW loaners I received had it too.

Please allow me to spitball here... (pick which one you find funny and/or more applicable, disregard the rest):
- My OCD will not allow this, I'm constantly looking around the car wondering what I'm supposed to attach to this... and where is it? o_O
- I want alcantara!!! The early VINs got it!
- Model 3, featuring all the luxurious amenities of a shoe marketed towards older folk!

^^^ strong.

- In a far distant post-apocalyptic future, this will be the only remaining part from a long abandoned and deteriorated vehicle. This, and Twinkies.
