Tesla has contracted to build a 100 MW battery (129 MWh), more than three times larger than the worlds current largest battery. It will build the battery designed to provide grid stability in South Australia, a state that has been plagued with problems because of weaknesses in the current national grid arrangements and its rapid conversion to renewables. Currently more than 50% of the state's power is from renewable sources. 91 companies bid for the contract. Tesla will build the battery in conjunction with French renewable company Neoen's $1 billion Hornsdale Wind Farm which is currently construction. Tesla insisted on the "free if not completed within a 100 days" be written into the contract.
Given the massive increase in scale involved compared to anything done previously, both Elon Musk and the SA government accept that the project has risks.

Do you think that Tesla was ramping up production of batteries and power packs in preparation for this deal? I hope so. 100 days is a short time. It will probably take a good portion of the time just to set the concrete and do the wiring for the system. Also they need the inverters too. Not to mention the shipping of the hardware to Australia.

I expect so. Elon's first Tweet was 9 Mar - that's nearly four months ago. Don't know when it went to tender but by then Tesla would have had a good idea that the South Australian government was serious about the project and could have started stock piling batteries.

At least three main players are involved. How responsibility is allocated has not been made public. It's possible Tesla will provide the batteries, Neoen the inverters and project management and a local contractor site preparation and wiring. I am not aware of any public statement concerning responsibilities for the integration of the battery and power management aspects of the project.

The Californian 30 MW battery was completed in four months. This is not only a shorter time frame for a project more than 3 times larger, it also involves international shipping (across the Pacific).
The aim is a working system by 1 December. The 100-day-clock starts ticking once the agreement is signed approving connection of the new system to the national grid so in reality there will be more than 100 days in which to get everything done.
