Seat belt unbuckled, car stopped

This just started to happen recently (maybe after the latest firmware update to 2018.34.1) - but when traveling at slow speed (0-5 MPH), if the driver (and sometimes the passenger) does not have their seat belt buckled (or unbuckle too soon as we approach to a full stop) the car will come to a complete stop abruptly along with a message on the left side of the screen.

Has anyone else experience this? Is this a bug in the software?

On the flip side, after I got 34.1 the passenger side seat belt stopped alert at all, no matter what speed.
Driver and 3 rear seats still alert when unbuckled.

Don't know if this is due to 34.1 or a side effect of service work I got done (though that is doubtful, as service was to replace the drive stalk, which required the entire steering wheel to be taken off).

It happens to us all the time moving the car around the shop. The car is worried it is rolling away without a driver, which surprises us because it should be able to detect your weight in the seat.
