Referral awards ineligibility

Unfortunately, residents of British Columbia are not eligible to receive referral awards.

The US page has similar wording:

Unfortunately, Ohio and Virginia residents are not eligible for Model S, Model X and Model 3 Performance program awards, but are eligible for Solar awards in all locations where Tesla currently installs solar.

I tried finding the reason/reasons for the restrictions, but no luck. Information would be appreciated.

it's something in those particular state/prov law that prevent this, not something Tesla is doing specifically to exclude these residents.

But, wondering if anyone had any details on the reasons for the various jurisdictions?

I’ll try an remember to ask when I (finally) take delivery in a couple weeks - but I’ll probably be overwhelmed with other details ...
