As a new Tesla owner, I seem to keep finding more and more incentives. I thought I'd start a thread with what I've found so far. If others are willing to provide replies with other available programs for their areas, maybe we can have one thread where you can find everything for you. I'll keep updating this first post as others post more information.

US IRS/Federal Tax Credit: ($7,500 as of 3/16/18)

Arizona:
  • Residential Electric Vehicle Supply Equipment (EVSE) Tax Credit. - https://www.azdor.gov/Forms/Credits.aspx
    (FORM 319 Credit for Solar Hot Water Heating Plumbing Stub Outs and Electric Vehicle Recharge Outlets)

California:

  • EV Purchase Rebate Has been approved to begin January 1, 2018, but not yet funded (by DEQ). If the rebate program remains as approved thru the state legislature, a ZEV buyer would qualify for a $2,500 rebate if they meet one of the following: low income, scrap a polluting vehicle or lives in an area with specific air quality contaminants. If an owner sells or ends a lease within 24 months, they will be required to return the entire rebate amount. more can be read here
  • Charging Equipment Installation Oregon currently has an income tax credit for purchasing and installing charge infrastructure equipment up to 50% of the cost or $750, whichever is less (subject to your tax liability). To claim the credit, complete this form and a certificate will be returned to you to be included with your Oregon tax return.

Washington:
  • Vehicle tax exemption (first $32k) EV vehicles with a base price $42,500 and below qualify for the first $32,000 to be tax exempt. The exemption is also limited to 7,500 vehicles after 7/15/15. As of March 6, 2018 6,846 vehicles have qualified. read more on the law here
  • Charging Equipment Installation Here is the WA state sales tax exemption form that can be used for purchasing charging equipment & installation and EV batteries. If going into Tesla to purchase an extra UMC or WC bring the form with you. And At this time, the exemption goes thru 2020. The law can be read here.

British Columbia Rebates:
  • www.cevforbc.ca - $5,000 BEV Rebate -(all indications Model 3 will qualify)
  • www.pluginbc.ca - $750 off level 2 residential charging infrastructure and even more for multi-family dwellings and businesses.
  • www.scrapit.ca - up to $6,000 if you scrap a car for the purchase of an EV. Limited funds, conditions apply (have to own and have it registered for 6 months, etc...)

Changing your W4 to increase your Withholdings doesn't change your tax Liability.
Your Tax liability is the limiting factor on the Federal Tax Credit.
Increasing your Income and/or decreasing your deductions all raise your tax liability.
Changing how much is withheld on your W4 is useful to lower your withholdings after you
complete the transaction that earns you the tax credit as it returns your money sooner then
the next tax refund.

Residential Electric Vehicle Supply Equipment (EVSE) Tax Credit

A tax credit of up to $75 is available to individuals for the installation of EVSE in a house or housing unit that they have built. To qualify, the outlet must meet certain codes and standards.

Melinda, since we cannot, at present, buy a Model 3 with a base price of less than $49,000, does this disqualify owners of the LR with PUP? Do you know of anyone who has taken possession and their tax hit?

no. The LR qualifies even if it is the only currently available. The state still sees the 'base' as the $35k SR model, if currently available or not. The battery, PUP, etc are seem as add on accessories. (presuming you can get it delivered in the next couple of months before the exemption ends :()
