I’m not sure if it‘s true anymore, but USPS used to have to obtain vehicles according to strict government/military standards. They have to be from approved vendors, and use approved equipment and approved fuel types. That’s why there also weren’t any natural gas Federal Government vehicles - they used to be required to use only gasoline, diesel, or jet fuel (don’t ask).

If that’s still the case, it will be tough getting USPS to use EV’s until the regulations change.
