Obviously, most of those local models are not ready for prime time in tbe western world, yet one can reasonably assume that we may have to take note of a few Chinese EV carmakers (medium to) longer term in NA & Europe...

a. Because of the phenomenal impact & trendsetting influence that T≡SLA now has on anything that happens in the EV space, making them the referrence others are compared to...
b. Because referring to any new car, whether existing, prototype, concept or (semi-)vaporware as a 'T≡SLA-killer, or 'anti-T≡SLA' draws attention of the target audience, hence drives clicks & readings...
c. Because article writers don't know what they are taking about...
In the end, @Badback , probably a bit of all of the above ! ;)

Chinese government is pushing BEV like crazy because they feel they can have an early movers advantage and build local auto industry. They are lagging in ICE and hybrid tech, they feel by moving aggressively they can lead BEV tech. Reducing oil dependency is part of their energy policy. They have a lot of pollution in big cities, it helps with building public perception of doing something about that as well.

The problem with Chinese cars is that their quality sucks, especially with regards to safety/crash ratings, hence can't compete in international markets well enough.

China can be a huge market for Tesla. Only problem is Chinese copyrights laws. They simply don't exist.

They have other fish to fry, like the 2,700 people per day dying of air pollution. [2012 WHO numbers]

Although China is lack of creation in production and auto-drive, many companies cheat for policy pension, but China has many hardware companies and cheaper cost of manufacture, so I think they will catch up
